Hubitat dimmer vs Vera dimmer in MSR

I know some people here are using Hubitat with MSR, and if you have a dimmer, I have a question.
I have two dimmers from Inovelli, and I have one on a Hubitat and one on a Vera. I have used both the Hubitat and Inovelli drivers while testing.
With the dimmers set both at 50% and powered on, both entities show a dimming.level of .5.
With the dimmers still set at 50% and then powered off with an off command, the Vera reports the dimming.level of 0, and the Hubitat reports the dimming.level of .5. It seems like Hubitat is treating dimming.level the same as the last dimming attribute that I see on Vera to reset the switch to last when it is turned on again.
Is this how Hubitat handles the device, or is it something with this brand dimmer?

On Habitat it appears that the dimming level reports the last level regardless of the power state of the switch. It is the same in the Habitat device detail, Habitat Dashboard and the MSR entities list. It is the same with a Honeywell, Zooz and Virtual Dimmers.

@sweetgenius Thanks for checking that out. I imagine the best way to do a last state for a light would then be two variables. Was the light on, and if yes, then last level.
